Mainland China simply cannot issue an international driver’s license.
Because China has not joined the United Nations road traffic conventions, it is not qualified to issue an International Driving Permit (IDP). Even if you obtain a so-called “international driver’s license,” foreign countries will not recognize it.
Almost all so-called “international driver’s licenses” on the market are illegal translations.
Many agents advertise “international driver’s license valid worldwide,” but in reality they only use your existing Chinese driver’s license to make a foreign-language translation, add a leather cover, and dare to charge you thousands of yuan. This thing has no legal effect overseas. Once discovered, you are equivalent to driving without a license.
Using these fake licenses is extremely risky.
If caught, you may be fined, have the car impounded, and in serious cases be detained, deported, or even blacklisted. Is that worth it? Especially in countries such as Japan and Singapore, where traffic safety is strictly regulated, this kind of operation is not tolerated at all.

Notarize your Chinese driver’s license plus a formal translation.
Go to the notary office or judicial certification center in your registered residence area and apply for a formal translation notarization. This is currently recognized for short-term use by many countries, such as Germany, France, and Australia. But you must carry the original license plus the notarized translation together.
Understand how your destination country treats Chinese driver’s licenses.
Different countries have different policies. Some allow tourists to drive short term with a Chinese license plus translation. Some, such as Japan, do not recognize it and require you to take an exam again and exchange for a local license. Do not wait until you arrive at the airport to discover your license cannot be used.
Never take shortcuts for convenience.
Online ads for “international driver’s licenses” are everywhere. They take your money and mail you a pile of English booklets and translations, but when checked, they are all illegal agents. Losing money is the smaller matter. Being detained and unable to get out is the real trouble.
